Against my better judgment, I shall tell you a secret.

All the world hails Rome as the center of the Empire, but Italy is poor in resources compared to this New World, and many of our most energetic citizens have chosen to cross the ocean, leaving Rome in the hands of lazy patricians.  If Alaric or Attila were to return today, they would find Rome easy taking.

Your task is to build a new capital for the Empire on the west coast of the continent.  This city must surpass Rome itself in culture and prosperity.  I have found the perfect site, though you may be appalled by the place names.  When we expelled the Christians from Iberia, they settled here and built missions to convert the natives.  Thus you must find your iron and marble in the "Sancta Monica" mountains and farm in the "Sanctus Fernandus" valley.  Count yourself lucky that these Christianized natives show no inclination to revolt.

Leading entrepreneurs have agreed to help you.  The Gallus brothers, Ernestus and Julius, have already imported fine Tuscan vines, and that great showman Valterus Disneii is prepared to make your city the entertainment capital of the world.  With such help you should have little trouble in achieving prosperity that has never before been seen in the desert.

There is, however, one impediment.  Our old enemies the Carthginians have estblished themselves in the desert to the northeast of the city.  To date they control that area so thoroughly that no one has exploited the rich mineral deposits north of the Sanctus Gabrielis range, but they have been unable to fight their way throught the passes that protect the seacoast area.   You will need strong defenses to keep the new capital safe.

Meet your goals, and you will find yourself governor of the new capital of the Empire!
